SEÇSİS Project
It is one of the most important
projects, which our country
Voter data are held on a
central database based on Turkish Republic Identification Number.
Plebiscite, Village Demarch,
Village Elders elections works on all district election councils (769 places)
which has judicial organized group since 02.10.2006.
The project was
successfully used in the XXIII Term Senator Elections made on 22 July 2007 and
for presenting the change of constitution to referendum on 21.10.2007.
In the scope of SEÇSİS
project, online secure computer communication (VPN) between host (Data Processing
Center of High Election Council) and clients (district election councils) is
being provided via UYAP local and satellite substitutable network infrastructure.
Depending on Turkish
Republic Identification Number, voter’s and candidate’s identification data are
being provided online from Identity and Address Sharing System conducted by
Ministry of Interior (MERNİS-KPS-AKS system).

Benefits of SEÇSİS Project
· Duplicate voter registry
is prevented by enrolling voters with unique Identification Number

polling places information via www.ysk.gov.tr.
· Voters’ Roll, Village Demarcy
Voters’ Roll, Voter Information Papers are being taken rapidly by district election
councils.
· No form except unified ballot
paper is pressed hence printing press and shipping costs are reduced.
· Entering election results
by 769 district election councils’ client computers, data could be taken at the
center rapidly.
· Voter and chest lists are
given to political parties at magnetic medium.
· Voter querying could be
done with 7 different options.
· For election employees,
payment and wage amount lists could be taken with auto control.
· District Election
Councils can communicate rapidly with each other thorough local e-mail with no
cost.
· To communicate with
institutions like Court of
Cassation of Turkey, Judicial Record, and
Military Service an infrastructure was established.
· Duplicate voting of
citizens who want to vote at customs is prevented, with related online query in
the last Senator election for the first time.
As a result, in the
SEÇSİS project transparent and efficient public administration is created,
election job processes are reduced hence efficiency is provided. An
E-Government project which correctly informs our citizens, public and private
institutions and political parties has successfully completed.
New system is an data
processing system in which voter data will be hold on a central database based
on unique Turkish Republic Identification Number to completely remove the
duplication, enables districts to operate on host through web based application
software via institutional network that will be set up, results of the
elections and information of voters can be examined out of institution by
electors and corporations via Internet.
SEÇSİS application
software whose final acceptance has been made on 20.06.2006 has been used for plebiscite,
village demarch, village Elders council elections by all district election
councils (769 places) which has judicial organized group since 02.10.2006. Software,
which was used successfully in the XXIII.Term Senator Elections on 22 July 2007,
was also used in referendum on 21.10.2007.
After 50 Mbps speed
subscription contract signed with Türk Telekom A.Ş., institution’s official
Internet site, www.ysk.gov.tr. has been
published.
Unix based application
servers, Storage Area Network system, Tape library system and Oracle database have
been bought with open bid method.
As SEÇSİS and Portal
application server software Oracle 10g AS and Oracle RAC Agent were used and
systems have Java (J2EE) support. Cisco products were used as connection tools.

projects, SEÇSİS Project has been the fastest pervading online project with
total of 4 months of implementation time across the board of

Ballot counts in every
ballot box were entered by 2000 officials between 30 seconds and 1 minute, and results
of elections can be taken rapidly in a time like 4-5 hours.
After the assignment of
voters to the voting stations, it was the first time that citizens inquired about
their registration information and their voting places from our web site’s “Voter
Query” link by using their Turkish Republic Identification Number as a query
key
Total cost of the project
was 15.924.000 TL. between the years 2001 and 2007 and it was actually an
economical project.
Turkish Telekom’s G.SHDSL
or ADSL connections were set up to districts to where UYAP network does not
exist.
Local Elections held on
29 March 2009 on SEÇSİS and Voter Lists were created based on Address Based
Population Registry System (AKS) data and successfully completed.
